While I don't think this bill has any chance of being passed by the Knesset, it's still pretty scary.

That's ridiculous. Although
the phenomenon of young people returning to religion is causing the break-up of families and “causing damage to minors."
may or may not be true, "outreach" is clearly free speech. (I don't know what Israel's version of our 1st Amendment is, but if they don't have one, they should.)
